One would not realize that Masaoka was a latent criminal unless told. He did not exhibit the usual characteristics of one (relishing in violence and wanting to harm others). This may have been because he was part of the initial population that was designated as such when the Sybil System first went active. It happened because he started to question the system which he was working under, because before the system was in place, he was an Inspector. Initially, he did not like the idea that common sense and reason was to be brushed aside for the cold, unfeeling and unreasoning decisions of a machine. It just was something that he could not accept at the time, and he was removed from society for his inability to assimilate to the new city order.
He eventually decided to play by the rules of the Sybil System, however. What causes his Crime Coefficient to level-out and settle is that he realizes all the pain that he caused his family. As soon as he realized his own selfishness was causing harm to his loved ones, his hue settled and he was able to return to the Bureau. But this time he was joining the team as an Enforcer. It was assumed that like being part of the initial group locked away as a latent criminal, he was one of the first to be granted the title since his codename was "Hound 1." No longer a detective, he was now just a "hunting dog."
The idea was that he understood criminals because he was one. While not completely inaccurate, it was more that he was pulling from his own instincts that were honed from years of experience of being a detective. His seniority on the field was obvious with how calm he could remain in almost every situation. It was very hard to ruffle his feathers. When Kogami was shot, he remained cool-headed and worked to patch the man up rather than panic over the loss of blood. When the riots were going on, he gave the impression of utter calm as he hunted down those participating but it was later revealed that his Psycho-Pass had turned a very dangerous hue. Masaoka showed that he was capable of removing himself from most high-tension situations in order to get the required task done, regardless if he may be feeling emotional strain.
That was what made him so effective. But no one would be willing to admit it, and no one was willing to see him as a human being anymore. After almost twenty years of living as a latent criminal, he accepted the stigma granted to him by his own actions. He didn't blame the system as blame himself for not being able to play the game. Because there were always politics in every business, he should have been smart enough to learn. It happened, he fell and he will accept his decisions with little remorse.
Despite being a latent criminal for a long time, he acted mostly like a father-figure to those that became Enforcers and even Inspectors. Granted, he understood his role and understood how he should act with Inspectors, but he still treated them with sincerity rather than forced obedience. He still tried to joke and make good relations with them. When Akane first arrived, she was obviously very new and anxious about her first case -- which turned out to be an extremely violent one that required Lethal Force. Masaoka let her ask any question that she may have felt too nervous to ask Ginoza since she was just out of training, and answered them to the best of her abilities. He stayed close to her so she felt relatively safe and tried to remain as a comforting presence, even going so far as telling her that she give the order to wait for everyone else to finish up rather than go into the area to investigate at all.
But it should be noted that while he did his best to look after her, he didn't coddle her. When she decided to proceed with the investigation, he let her do just that without protest. He let her see what happened when an individual was shot with the Dominator on Lethal -- did nothing to shield her eyes or protect her from the sight. Masaoka will let people do as much as they want to, and not do anything to smother them in protectiveness. Because with Akane, she would have to get used to what it looked like if she was going to remain in the Bureau. But like in the case of Kogami, when the man was shot and wanted to continue to keep fighting, he did everything he could to subdued him. If it was themselves or others, Masaoka remained very realistic about what he could and could not protect a person from.
Not only that but anyone could complain and yell as much as they wanted to him, and he would always give a sympathetic ear to their problems. He was someone they could readily come to for advice regardless if it was his days off, or not. Granted, he would readily admit that he did not consider himself to be a wise individual but if they wanted his opinion, he would give it. A lot of those on the team grew to feel very close to Masaoka due to this nature of his. They just knew if they needed someone to confine in that he would be the person to go to, because he gave a nonjudgmental air. That was not to say that he didn't worry or always support a person's decisions. If he didn't like something, he would make sure that they knew that he didn't like it. But he was usually careful with how he expressed the disapproval.
But Masaoka had one weakness; his son, Nobuchika Ginoza. If he had to choose between his own life and his son's, he would willingly die for him. Unfortunately, the two of them have an awful relationship due to his latent criminal status. It was to the point that only a handful of people knew that they were father and son. This was due to the fact the stigma of his status did not just affect Masaoka but his family, too. There were a few ignorant people left that did not realize that him being a latent criminal did not necessarily speak for those close to him. So, he purposely did not admit to their relationship for Ginoza's sake. So, the protection of his son always came first. And it made sense, Ginoza was only nine when Masaoka was locked away. He wasn't able to watch him grow up, wasn't able to interact with him much, and so now that they are part of the same Unit, he did his best to watch out for him.
When Akane was going to file a formal complaint against Ginoza, he stopped her and asked her to show forgiveness for his son's behavior. When Ginoza was starting to show signs of allowing his Psycho-Pass to darken, he did what he could to try to keep it steady and keep him from becoming a latent criminal. Masaoka was happy that his son was someone who believed in justice that was different than Kogami and himself. Ginoza did not believe that sometimes evil needed to be wiped away, that sometimes it would be better to murder than give the allow for true darkness the chance to escape. He's extremely proud and happy that such dark thoughts do not cloud his son's mind, because that means that Ginoza was a much better man than he was. Masaoka did not romanticize his thoughts into believing that what he did was good if he killed someone. It may be right, but it wasn't good.
POWERS/ABILITIES:
- No special abilities. Masaoka is, however, in amazingly good shape. He's been shown to be able to chase down latent criminals over several blocks without seeming overly tired. His reflexes are amazing to where he's able to use his metal arm to block shots to protect himself.
- As his history says, before he became an Enforcer, he was an Inspector himself. Though, he'll be the first to say that he doesn't have the same brilliant insight as Kogami or Akane has. He does have his own and can usually get a good read on what is going on – that comes from his own intuition and years of being a detective.
- Due to losing his left arm prior to the events of canon, he has a metal prosthetic. It's pretty durable and has a lot of strength to it.
